Adds the infrastructure to scale constraints without changing the units reported in the OUT.DAT/MFILE.DAT.
I have added scales to some constraints that seemed to be the largest, feel free to add commits with additional scales added.
I am unsure if this will have the desired effect of stopping the multiple solutions seen on main however it is a positive change regardless.
